Overview

Each Eurovia 2026 job receives a composite quality score (0-100) based on five dimensions, using per-material temperature specifications from the HDS material limits database. The league table ranks UK regions by a combination of average job performance, HDS kit utilization, and job volume — rewarding regions that complete more jobs at good quality, not just those with a small number of perfect jobs.

1. Temperature Compliance (30%)

Uses per-material temperature specifications from the HDS material limits CSV. Each material type has its own min/max paver temperature and minimum roller temperature range.

Score = (loads_in_spec / loads_with_temp) × 100 × 1.05, capped at 100
If rolling temp available: Score = 0.7 × material_compliance + 0.3 × roller_compliance

2. Weather Conditions (10%)

Lower weighted — weather is partially outside the contractor's control. From eTec paver-mode ambient_temp, wind_speed, rainfall (mm/h) data.

Score = 100 − (frost_days × 20) − (heavy_rain × 12) − (mod_rain × 3) − (high_wind × 2)

3. Surface Regularity & Texture (15%)

From LSE and VPT survey data where available. Currently no Eurovia 2026 survey data — weight redistributed to other components.

4. Efficiency (25%)

Score = 0.6 × load_efficiency + 0.4 × throughput_score

5. Kit Usage (20%)

Checks which HDS field systems recorded data for the job:

Score = (systems_with_data / 2) × 100

Note: Survey equipment (LSE/3DTD) excluded. Optrix excluded (absent region-wide for Eurovia).

6. Volume (20% of Region Score)

Regions that complete more jobs earn a higher volume score, using logarithmic scaling.

Volume Score = min(100, 25 × ln(1 + active_jobs))

Region Composite Score

Region Score = 0.60 × avg_job_score + 0.20 × kit_utilization_% + 0.20 × volume_score

Kit utilization = jobs with eLoad site data / total booked jobs.

Material Temperature Specs

Sourced from HDS material_limits.csv. Per-material min/max paver and min roller temperatures for Tarmac (Eurovia's supplier) products. Description-based fuzzy matching handles minor naming variations.
